VCSE chief executive joins NHS Trust Board

Emma Rowse

The Trust has appointed Emma Rowse as its newest non-executive director.

Emma, who is chief executive of Cornwall Voluntary Sector Forum, takes up the role on 1 October. She has served as an associate non-executive director since November 2025. Emma will continue in her role with the Voluntary Sector Forum.

A the leader of Cornwall's Voluntary Sector Forum, she supports the voluntary, community and social enterprise (VCSE) sector across Cornwall and the Isles of Scilly. She is a strong advocate for the role of communities in shaping the services they use. Emma also chairs the South West Regional VCSE and NHS Network.

Matthew Taylor, Chair of the Trust, said:

"I am delighted to welcome Emma as a full non-executive director. She has already brought valuable experience and insight to our Board.

"Emma knows the vital role that local groups play in supporting people. Her experience will help us build stronger links with our communities and listen to their views when we make decisions."

Emma Rowse said:

"It has been a privilege to serve as an associate non-executive director. I am delighted to continue that work as a non-executive director. Charities, social enterprises, community groups and volunteers make a real difference to people's lives; and often fill gaps in public sector provision. There are huge opportunities for   local people, the VCSE and the NHS to work together.

"I want to bring those connections and more than 20 years' experience working in local government and the NHS to the Board and help make sure local voices are heard. By listening and working together, we can provide care and support that creates health and wellbeing in our communities, prevents ill health and supports people when they need it, closer to home."

Outside work, Emma enjoys spending time in the garden or walking her 3 dogs. She co-owns a yoga studio and is a advocate for equality and inclusion.

Non-executive directors bring an independent view to the Board. They help oversee how the Trust operates, support and challenge its leaders, and help shape its future.
